淮河流域の水汚染問題と現地NGOの活動

2004年8月に北京で国際シンポジウムに参加したあと、22日から24日にかけて河南省の淮河流域を訪問した。その訪問記は現在準備中であるが、ここでは淮河流域の水汚染問題と現地NGOの活動について今回の現地調査を踏まえてまとめておきたい。

淮河では1970年代から河川水質が悪化し、従来から発生していた洪水や干ばつに加えて、水汚染事故が発生するようになった。水質悪化の主な原因は工場廃水に加えて、生活汚水や農地における施肥や農薬使用による土壌・水質汚濁とされている。『中国環境年鑑』及び『中国水利年鑑』各年版では、淮河流域において度重なる水汚染事故により、工場操業停止、漁業被害、断水、健康被害などが起きていると報告されている。1994年には3度も大きな水汚染事故が発生しており、そのうち7月の事故では150万人にのぼる流域住民が断水の影響を受けた。この7月の事故は、淮河上流の支流域で暴雨が降った際に、洪水防止のため水門を開け放流したところ、これまで上流にたまっていた大量の汚水が下流に拡散して、70キロメートルにわたって汚水の帯が形成されて起きたものであった。1995年には「淮河流域水汚染防治暫行条例」（政令に相当）が国務院から発布され、翌年には流域全体のCOD（化学的酸素要求量）排出負荷量を総量規制するための5ヵ年計画が公布され、小規模製紙工場を閉鎖または生産停止し、流域すべての工場に排水基準を遵守させるなど、工業汚染源対策を中心に水質規制が強化された。そうして淮河流域の水汚染対策は全国の環境汚染対策のモデルとなり、全国レベルで15業種の小規模汚染工業の取り締まり・閉鎖または生産停止とすべての工業汚染源の廃水・廃ガス排出基準の遵守が求められるようになった。

しかし、そうして水汚染対策が強化されて以降も汚染事故が絶えない。

『新聞周刊』2004年8月9日付け記事によると 、2004年7月にもちょうど10年前と同様の汚染事故が発生し、汚水の帯が150キロメートルにわたったという。下流の江蘇省に位置し、本流から洪沢湖に河川流水が流れ込む盱胎県では、養殖していた8万キログラム余りの蟹が死に、蟹を含む水産品の経済損失額は3億元を超えた。

こうした慢性的な河川の水汚染は悪性腫瘍・癌の流行やそれによる死者をももたらしている。淮河流域の水汚染問題に取り組む現地のNGO、淮河衛士（後述）によると、淮河流域の最大の支流である沙穎河流域では、同支流の汚水が井戸水に流れ込み、それを飲用したために引き起こされたと考えられる消化器系の癌が多発しており、死亡者も出ているという。また河南省周口市沈丘県の病院で腫瘤科主任を努める王永増氏は、1990年以降、この地域の腫瘤患者は増加を続けており、若年化の傾向にあり、その原因のひとつとして飲用水の汚染を指摘した 。

また、中央電視台（CCTV）が2004年8月9日に放映した「新聞調査：河流与村庄（川と村）」によると 、沙穎河流域にある沈丘県周営郷黄孟営村ではここ十数年来癌による死者が続出しており、1990年から2004年までに死亡した204人のうち51.5％に相当する105人が癌を原因としているという。2004年だけでも7月までの間に新たに17人が癌の発病が明らかになり、うち8人が既に死亡している。また癌だけでなく、重度の視聴覚あるいは手足の障害者も多いという。この村は四方を灌漑用水で囲まれており、その灌漑用水は沙穎河から引いたものである。癌患者の居住地が灌漑用水付近に集中していることから、沙穎河の汚水が灌漑用水に流れ込み、そして汚染された灌漑用水が浅い井戸水に浸透し、それを飲用した村民が消化器系の癌などを発病していると疑われている。CCTVの取材チームの調査及び専門家による検証によると、同村の井戸水には消化器系の癌を引き起こすとされている亜硝酸塩アンモニアが非常に高い濃度で含まれているという。

こうした水汚染に起因すると強く疑われる健康被害の実態については淮河衛士が村々で聞き取り調査を行っているところである。淮河衛士は2003年10月に河南省周口市沈丘県の科技局を通して民政局に正式に民弁非企業単位として登録したＮＧＯで、登録名称は「淮河水系生態環境科学研究中心」である。規約によると、設立趣旨は、「淮河水系生態環境科学研究を基礎として、大衆の環境教育を推進し、全社会の環境意識を高め、緑色文明を唱導し、淮河流域の環境保護事業を推進し、淮河流域の緑色環境保護希望工程を実施し、淮河水汚染治理を加速させ、最終的に淮河流域に再び碧水藍天を取り戻し、社会経済の全面的、持続的、安定的な発展を実現すること」としている。

代表の霍岱珊氏は、周口市沈丘県槐店回族鎮の宣伝教育事業に長らく関わって、その後フリーの写真記者として、地元や北京の新聞社、雑誌社と提携して仕事をされてきた。1970年代、兵役についていたころから水汚染の問題に気づき、1980年代半ばには汚染が激化してきたという。特に1999年に上流から下流に沿って汚染地域を歩いて聞き取り調査をすることで、飲用水の汚染による消化器系の疾病が多いことに気づいたという。現在、汚水灌漑用水に囲まれた村を中心に、食道癌や胃腸癌などが多発しており、死亡者も出ている。このことはCCTVの新聞調査でも8月9日に報道がされ、大きな反響を呼んだ。

淮河衛士は、現在、写真展などを通して広く汚染被害地域の実態を知らしめていくことに加えて、水汚染地域の健康調査、清浄で安全な飲用水の確保のための深井戸掘りを当面の活動として行っている。
